Foreign Liabilities and Assets (FLA) Return is an annual return filed by Indian companies and Limited Liability Partnerships (LLPs) receiving foreign investment (FDI) or making overseas investment (ODI) to the Reserve Bank of India. Due by July 15th each year, the return captures the financial position of foreign investments as of the closing date of the financial year (March 31st).
The FLA return collects data on foreign equity capital, reinvested earnings, other capital (loans, trade credits), and earnings from overseas investments. Even companies with no foreign investment activity during the year but holding previous foreign investments must file NIL returns. The return is filed through the FLAIR (Foreign Investment Analytics and Insights Repository) portal using corporate internet banking credentials.
FLA data is used by RBI for balance of payments statistics, policy formulation, and monitoring external sector vulnerabilities. Non-filing attracts penalties under FEMA and may affect future foreign investment approvals. Companies must reconcile FLA data with audited financial statements and FDI/ODI returns filed during the year. The return is separate from income tax or MCA filings and specifically tracks foreign investment positions.
